Revolters from uncivilized countries appear as civilized
In one of my recent games Annam was suffering badly from revolts. The whole northern part was under rebel control and eventually Dai Viet declared independence. When I checked their info it showed that Dai Viet was an independent nation while Annam was still uncivilized. There is no way Dai Viet could have become a Great Power and drop down in that space of a few days.
IMO it doesn't make any sense that an uncivilized country could spawn a civilized country.
