Korean Aristocrats

In the GC, Seoul ends up with a *huge* number of aristocrats.

When I conquered it as Japan around 1865, I found 18 POPs of Aristocrats, each numbering close to 100,000 people.

It occurs because of this line in korea_folkreligion.csv:

1616;Korean;Pagan;aristocrats;;;;799

I'd recommend splitting those aristocrats among the Korean provinces rather than having them all in Seoul at the start of the GC.

By 1900 Korea was something like 20% yangban (aristocrat), a lot of chiefs and not a heck of a lot of Indians. That top heaviness and the unwillingness of the yangban to lift a finger in work was one of the reasons the place got annexed by the Japanese (formally in 1910). Of course, they didn't all live in Seoul.
