1941 scenario ownership errors

In the 1941 scenario, it seems occupied areas are owned by the occupying power, I'm thinking of areas such as occupied France, Italian east Africa, Somalia etc.

This means that some events ( like event 2802, "liberation of France") will not function properly because they assume that an area can be liberated by an ally.

Also, it might screw up custom events made for the long campaign (which is how I discovered this) :).

I'm guessing that this is a leftover from v1.02 where occupied areas didn't add resource income. But in v1.03 that feature is out, thank god, so the scenario shouldn't look this way any more.
