103 Disbanding units under your control increases your manpool

Playing as Germany in 1.03 NA if you assume control of another country Italy for example and disband there units Germany manpower is increased. Manpower should increase for Italy.

On the other hand, if you reinforce the unit, you loose manpower from your own pool, not from Italy's.

In my opinion - yes, it should be changed. Example you play JAP, disband the troops of Manchuoku, get their manpower, than cancel military access and declare war upon them - no problem, because they have no more troops to defend and the manpower is yours .
