"Become a King" ambition is useless for Buddhist rulers who don't border other culture groups (so for all of them for most starting dates).

Declaring a subjugation cb war for the territory affected by the ambition still requires 500 karma.

Same for any ruler who doesn't have access to subjugation cb's. Benifits are only given to a few.

Also it should cost karma to subjugate someone as a buddhist.

All Indian subjugations should always cost 500 karma. And while everyone can select the ambition to become king, only pagans really use the benefits of it (unlimited use of subjugation CB). So that is working as intended.
