It's a small suggestion, but Buddhist priests/uphadayas should not only have their heads shaved, but should definitely not be wearing jewelry as well.

The problem here is that the way Buddhist monastics are depicted in-game are very inaccurate, since both of these (wearing jewelry and having non-shaved heads for both genders) directly violates the rite of ordination (pabbajjā) and the rules set in the vinaya. There's not any sect of Buddhism that lets monks or ordained people do this.

Their appearance back in CK2 was pretty accurate, so I have faith that the uphadayas in CK3 could also reflect this accuracy.

Agreed as this can be done already as I have done in my mod, as well as making them all monks(there shouldn't be any non-monk clergy for Buddhists). In either case here is the code that I have used in my own mod for making them bald and beardless.

Python:
buddhist_beards = {
        usage = both

        buddhist_beard = {
            dna_modifiers = {
                accessory = {
                    mode = replace
                    gene = beards
                    template = no_beard
                    value = 0.0
                }
            }
            weight = {
                base = 0
                modifier = {
                    add = 100
                    has_trait = devoted
                    religion = religion:buddhism_religion
                }
            }
        }
}

buddhist_hairstyles = {
    usage = both

    buddhist_hair = {
        dna_modifiers = {
            accessory = {
                mode = replace
                gene = hairstyles
                template = no_hairstyles
                value = 1
            }
        }
        weight = {
            base = 0
            modifier = {
                add = 100
                has_trait = devoted
                religion = religion:buddhism_religion
            }
        }
    }
}
