Long reply sorry, but I may have a solution in this case. Someone from Geforce forum made some suggestion and I will give it go tomorrow morning. He/she ask me if this happen to any other games like Sim City but not for Football Manager 2013. I don't know why Football Manage 2013 is not be effect.

It looks like I've found (with some help) the solution to my problems. It appears that my power supply was not powerful enough to run my graphic cards to allow me to play my games. My power supply was like 240 Watts and I need 400 or so to allow the machine to use the graphic cards.

240W ? Wow. That's low indeed. I haven't had such low PSU since....oh one of my office PCs had one, but that was a super PSU (Seasonic), probably the best i ever had.
Be quiet usually does good ones as well.
Nowadays you usually need 350-480 minimum for games and proper use of the graphics card.
If you buy a new one, please don't buy a china cracker. It's really worth the investment of a few bucks more to get a quality one.

My older brother is dealing with it. I believe he said there might be some at his workplace (not PC shop) lying around somewhere or he will order one for me. He learn something new everyday. I'm kind happy this issue came because it would stop me from buying Rome 2: Total War. I've heard the game had a lot of issues with bugs, but I feel there is still lot of game time with CK2. EU4 does spark my interesting because I can convert an CK2 save file to EU4.
