Which helpful agenda can he hold though? If he got mutual annhilation, there is simply no reason to do anything but to infiltrate, unilfiltrate, draw super crisis and play super crisis and he should not hurt the human in any way whatsoever. If he hurts human he (1) makes Human trust him less, which impede his goal of helping Humans, (2) he hurts his chance of winning the game since it increases the chance of a Cylon win. Also I would like to know why he would draw 2 treachery cards this turn if that's what he have.
If he hold the other agenda (prove their worth), then what he did so far make no sense whatsoever.
So whatever he holds, it cannot be a Human win agenda, hence he is not helpful. Remember in BSG the number of Humans is always greater than the number of Cylons, so if the Cylon leader have one of those 2 Human win agenda that JL listed, then it is always worthwhile to do everything to help the Humans and not make anything that will hurt Humans. Naturally Humans are already skeptical of a cylon leader with hostile agenda and I simply cannot see a reason why he might want to "confuse the cylons" since if he is helpful, the Cylons can't do much about it.
The best explanation of his actions so far is he have one of those cylon win agendas, he infiltrated in the first turn to test the waters and see is there another Cylon in the game so far. After he discovered there is likely to either have no Cylon in play or a Cylon playing very deep undercover, he decided he have to start playing more hostile so Cylons do have a chance to win.
