I've been adjusting my play to account for it. Less ship activations, more going all out on attempting to burn resources down and attempting to delay NC as long as possible. I wouldn't have bothered with pop in a regular game, just drive morale into the ground further. It'd have been 1 morale now instead of 2 if I had gone for it a few turns ago ..
But jumping now means a 75% chance of losing 1 pop, which would slow us down for a turn later. So it's questionable whether it actually reduces the total number of crises we face.
