Broken: Players are punished for over-educating their citizens

Thought I would include an update to this problem I was encountering (I am the original OP), just in case someone in the future searches and finds this thread for some advice/help on a similar issue they have .....

When I was experiencing the problem, I had the "Education Boost" policy enacted city-wide.
So I thought it might help to remove it, and sure enough, it does help.
It is still somewhat slow getting my educated citizens to take the uneducated jobs, but it is now rare for me to see the business go "abandoned" due to "not enough workers." (But I still have to "grow" only one or two businesses at a time.)
So, if you are having a similar problem, try removing the Education Boost policy. (And remember, it takes a while for the removal of the policy to take affect, so be patient.)

It's game mechanic and quite logical that educated worker will not take unskilled job.
Last time I checked, the broken mechanic here seems to be everyone goes to the college, and become highly educated. Not sure if it's still the case (or that's by design)

The whole reason that migrant farm workers exist is that even finishing high school makes you over educated for those jobs, given our economist in most of Europe and NA.
