As explained in the title, my game launcher is thoroughly broken. In order to install the Elder Kings mod, I reverted CK2 to version 2.1.6 through Steam as usual, everything worked fine. I installed Elder Kings and got it to work (though it kept crashing a few months into the game). I fiddled around with disabling and enabling DLCs to get it working better, until at one point I launched the game and realized that clicking on the DLC tab of the launcher did nothing. The launcher seemed to be locked to the Mods tab.

At that point, I deleted local content through Steam, as well as manually deleting the Documents\Paradox Interactive\Crusader Kings II directory. Then I reinstalled CK2 through Steam and launched the game. The DLC/Mod tabs and lists were completely missing (Picture). Two more clean (I hope) reinstalls of CK2 later, and they have not reappeared. When running the game, none of my DLCs are active. The DLCs I have are: Sword of Islam, Legacy of Rome, Republic, Sunset Invasion, Old Gods, Ruler Designer and various portrait, unit and coat of arms packs.

The issue is taking place on PC, checksum is TTXL.

Edit: A clarification on when the launcher broke. I'm pretty sure the launcher only broke when I disabled the EK mod to play vanilla with all the DLCs, and then when I launched the game again after that, it was broken.

Update: Fixed by putting Steam in Offline mode and running the launcher. Works fine in online mode after that too.

Interesting.
Maybe the Steam launcher itself wasn't updated or only partially and that caused it and then Steam autoupdated itself when relaunching or reconnencting...eh, i don't kow.
