HOI3 was a retrograde step for the RN as all its starting BB were level one. I appreciate that the Queens Elizabeth's were Modernised in the 1930's but how can the French Bretagne's be at level 2 for example whilst the Warspite is a 1?
Can it be possible in HOI4 for either BB major upgrades - where the ship is removed to the building Q as per brigades or a re-evaluation of the relative strengths of the starting order of battle?
