How effective is the Balkan Strategy national focus? Back in HoI 3 I used to love making a Balkan Pact with Yugoslavia, Turkey, Greece and Romania, but it seems very hard to do now.

I'm playing a non-historical focuses game and rushed the Balkan strategy, but beyond a few relations it doesn't seem to do much. Since the start I've boosted democracy in the above countries (and used coerce Turkey NF) but no one will join the Allies. Turkey was close (within 5) but now Greece and them have 'neutral foreign policy' and it seems impossible to add them in.

All of them have over 50% democracy support, but in the last election cycle only Romania went allies. The idiots then went Midlzmore faction anyway.

Is it still possible to create a Balkan pact, or is it mostly a worthless national focus path now?

Honestly.. any focus that changes opinions between nations is almost useless.. They need depth and event chains for things instead of just opinion boosts which will 90% of the time- not even change anything.
