with recent patches guards have lost a double-barreled and sawed-off shotguns. Though this weapon is relatively weak and cannot compete with Tommy gun or Rifle, I beleive it still has a place in gangsters inventory...

Yep. If you class sawed-off shotgun as pistol, then any gangster can have it as last resort weapon, wiith very high power, short range, KNOCKBACK and either single-shot, or double tap, its a scary weapon to have. In addition, if you ever going to add concealment mechanics, then sawed-off is small enough to be concealed. Its niche weapon, not meant for a long range firefight, but some may like it.
