Brigades not appearing in force pool

I'm having issues with separately built naval attachments like improved hulls, AA guns etc aren't appearing in the force pool. When they finish building and the notification comes up and I click deploy they don't appear then either?

You have "auto attach naval attachment" enabled. It's an option in the economy tab, IIRC the trade section (there is a window somewhere there with various options).
