Right now the current brigades are a major improvement to the ones from HOI 1. But i suggest that perhaps Brigades should be attached to Corps level units just like in real life. But a corps should be able to get many brigade attachments, like 2 Heavy tanks and 2 ART or maybee ENG for the corps which is about to make a river assault
Different brigades would give the combined corps their capabilities.
The easiest way to do this would be to only make Brigades attachable to HQs. The limit should be high at least 5, perhaps limited according to types and doctrinal reasearch.
Even better would be to have the Brigades as seperate units with own combat stats, but could not move on their own. (they could only move in a corps type unit with a HQ).

xtra stuff the brigades could do in this way:
MP: Gives benefit to movement when ur Armoured Corps with 30000 vehicles moves by directing traffic etc. This makes them usefull for more than suppressing partisans.
AC: Sort of a recon unit, which gives better intel on enemy troops+better combat stats. Perhaps increased chance of combat events due to better intel?
ENG: Would aid river assult for the whole corps.
ART: Would be corps ART, so could give firepower to all units in corps or perhaps only one at a time???
AT/TD and heavy tanks would concentrate fire on enemy armour units and when those were taken out, attack the other types of units.

In real life brigades are considered to be the smallest units that can act independently, so they should be able to move on their own.

Most of the brigades in HOI2 are not attractive due to their high fuel/supply usage. Paradox should survey the fan base to see which brigades are actually used. I bet its only POL and ENG.

I agree that Birgades represent Corps level assets. And most Corps level assets aren't parceled out in full brigade strength. However, an HQ doesn't represent a Corps level command, it represents an Army level of command. To attach brigades to an HQ and then have them affect all commanded units is much like saying that the brigades are enough to parcel out to an entire army.

I perosnally find the system now to be good. I don't think the supply and fuel usage is inhibitive, to me at least. It's pretty realistic. The ammounts of ammo and fuel used by a Brigade type unit supporting a division would be high. If you figure that the artillery is keeping up with the advance, for example, there's a lot of truck movement in hooking/unhooking and relocation, and the ammount of ammunition used is pretty high compared to an actual line unit (they're softening up the enemy and bombarding them as they retreat as well as during combat itself). The higher ammo use could also represent larger use of specialty rounds such as WP and the tougher tungsten core style AT rounds in AT weapons, land mines for Engineers, etc.

Ok i with you on the HQ being of army level or higher, but still a corps also has a fairly large HQ. A modern HQ would as minimum one or two signal battalions to handle comms. In addition there are G1,G2,G3,G4,G5 fuctions, all having lots of staff. So a brigade size unit like the current HQ is not at far off. Probably a Army level HQ or army group is of a similar size.
The reason i suggest using the current HQ is that is hopefully easier to make a unit having more attachments than making a whole new system for brigade attaching... So any corps would be built with the corps HQ as the base unit, and could have a number of DIVs between 1 to max for example 5. Plus some brigades to make it specialised in stuff or add combat power.
The reason brigades should not be deployable/movable on their own is that the game scale really is corps not even DIV. Just try one DIV on its own, and it will be put in a unit called x corps.
