No and no. Yugoslavia came into existence after the new STATE of SLOVENES, Croats and Serbs merged with the formerly independent Kingdom of Serbia in 1918!

The Versaille ambassadors did not recognize Yugoslavia until 1922. Before then there was much discussion over how the Balkans were going to be organized.
