Breaking tribute does not give a CB (1.2)

Playing a new game under 1.2 as Rome and Carthage DoW'd me. Great. So I proceed to take some provinces off them and something like .38 per month in tribute (mainly so I could get the CB when they defaulted to be honest).

However, when the truce expired, Carthage broke it's tribute, and yet I didn't get a CB. And this is proven by when I click on diplomacy with them, if I declare war I am prompted for a -2 Stab hit cos I don't have a CB.

And yes, I checked immediately they broke the tribute.

Only thing that happened in the meantime was after we made peace, Egypt DoW'd them, which was concluded with a white peace prior to them defaulting on their tribute.

Carthage's diplomacy screen shows nothing unusual. Allied and getting tribute from Numidia, Truce with Egypt, CB on myself and Numidia, and military access through Egypt and Numidia.

Only vaguelly odd thing is the CB on me. I am guessing cos I own some of their cores, but am not sure there.

Did you wait for the months roll over? IIRC it took till the beginning of the following months to update the CB from a broken tribute in 1.1.

Yep, just checked that now. They broke truce on 19th October. 1 Nov rolled around and no CB. 1 Dec rolled around and still no CB.

I've had this happen to me too a couple times, but the rest of the time it works fine and I do get a CB, so I'm not sure what's going on or how to reproduce this. It just seems kind of random that once in a while you don't get a CB when you're supposed to.
