Construction has stopped on the new metro line that was meant to run from Briarwood Road to Beechwood Drive in West City. The line was meant to travel overground through the park near Briarwood Road and then continue underground down to Beechwood Drive in the city centre. The construction workers on the line have stopped, complaining of water blocking the lines path. The workers are refusing to build anymore of the line, meaning that the new line is having to terminate at Myrtle Rd, far from its original destination. Arrow Transport, the company that owns the line has said "The line is most likely going to be unused and unprofitable. It doesn't really go anywhere." The West City council are saying that there is no water anywhere along the proposed route, and the construction workers are putting great stress on Arrow Transport.

Arrow Transport tried to reroute the line, so the line used elevated rails to get down to the centre, but the deranged workers still said that the line would be blocked by water, even when it was up to 12m above ground. Arrow Teansport says that their construction company "Lou-Z Construction" have not had "any difficulties with construction with any other modes of transport or as far as they knew, in any other cities."

My current company is based in East City.
Just like London is built on soft clay, East City is floating above watery mud. The thing is coming outta all the goddamn ground! (quasi-quote)

This is a known bug that affects east city and possibly others. I hope CO are investigating the problem.

I think that it depends on how the map is made. Most 3d engines have a fixed water height per map, so if you lower the land enough, you'll meet water.
In East City, there are a lot of areas that are really low, almost at water level. Depending on how you build stuff there, the automatic terrain adjustment may move the land surface down enough to reach water.

Yep this is supposed to be a newspaper! But elevated?? If they can't build elevated then they can't live there either. Ah yes, and another announcement:

Construction of Skytrain, East City, Line 3 has suddenly stopped. Skytrain, part of the company Translink, based in East City, has announced that the line will now run to Garland Avenue, hoping that the line will still be used. The trolleybuses near Third Island North Stations, are running without problems. Translink is now building branches off Line 1, connecting Washington Avenue and Franklin Street.

Translink is giving up metro, but continue running Line 1 and 2, which helped a lot because of their huge capacity. They are starting to build more waterbuses and are also going heavy on trolleybuses.

All this has happened because there was too little terrain, like that when it caused devastating floods in May 2013. The construction company "Bonzo Construct" will now no longer be needed in East City.
