I've seen that in HOI2 you guys have made some terrible mistakes about our history, and for that reason I thought that I could maybe share some of it to you guys, hoping that anyone will see this (Not so likely) and correct the mistakes (Even less likely)
Getulio Vargas.
I've found it wierd to see that Getulio is considered a Leftist Leader, and an anti-industry guy. That is totattly wrong.
Back at 1930, Getulio staged a coup along with the military to overthown the president "Washington Luis", (1926-1930) to stop "Julio Prestes", the actual leader of tenentismo in Brazil, which is despicted in the game as Vargas. After that, Getulio started an Dictorship while they were creating a new constitutiuon. At that moment, Vargas were allied with Brazilian rightest Elite and an conservative Military, however he made progress in the "workers cause", creating a whole new code of rights, which labeled him "Father of Poor", one of his famous nicknames. Another very important one was "Friend of the women", for his work in the 1934 constitution.
At this one, Brazil were finally an Democratic country again, however the constitutional chamber decided that the first president would be chosen in a indirect way, with they becoming the new Legislative power, and choosing Vargas to be the new president of the New Republic.
One of the problems for him in this constitution was that a president could not be re-elected, thus making him start to find a way to remain in power.
Back then there were Two main parties in Brazil. Both in good candidates for the 1938 election. Plinio Salgado, a Hitler carbon copy, and once again Julio Prestes, which had more political power, however being a mere laugh compared with Getulio's approval through out the masses.
Getulio Realized that he would have to take BOTH out, and, to make it short, he ilegalized the Brazilian Comunist Party, leaded by Julio Prestes, and persecuted EVERY communist in the country. Which proves his non-left status.
After that, because of a Prestes dumb try of a coup, one of the most moronic in Brazilian History, Vargas declared state of War at 1937, teared the constitution he had written and went after every one that would oppose him, including Salgado, which felt betrayed by Vargas, thinking that Vargas were by his side.
At 1937 Brazil was a non-Ideological country under a Dictorship.
Not a Left-wing Radical Democratic Country.
About industries. Vargas is know in Brazil for being the one who almost single-handed spawned them in Brazil and changed Brazil's ideals towards the thought of a strong industrialized country. It makes NO SENSE to give him a -10% IC penalty. It's truly amazing to see that.
OF COURSE that I didn't went deep in this, and you guys should probably research about the topic. I know that this text seems a little... superficial.

BTW, try researching in Brazil's reasons for entering WWII, and companies like CSN, CVRD, Chesf and others. They'll bring a lot of light for you guys for the early 40's.
