Well it is allowed to be a revolter from 1750 all the way up to 1820, not sure if that changes your suggestion. It would imply removing Cangucu from the current list of provinces (Recife, Pernambuc, Alagoas, Diamentia, Minas Gerais, Salvador, Itaimas, Niteroi, Araxa, Curitiba), and adding Para, Amapa, Marajo, Caracas, Goias, Matogrosso, Tiracambo, Parnaiba, and Iguatu. I'm assuming you're including all the inland provinces too, although I see in the 1795 scenario they are not yet occupied by POR.
Oddly, in the AoEn scenario Amapa is not occupied but the province inland from it, Manaus, is. I wonder if that's a bug.
