If he plan his uprising carefully, after a few decade of strenghtening, he can win against the Ottoman. And in order to achieve full independance, he only need a white peace.

Isn't OE 's independence guaranteed ?? If so, even with a stronger army, it will be suicide to face UK, France and OE ...
Don't sure about it... but I think that such garantees would'nt be unciv-like, ie "until 1885".

Now, it's ulemas was to take Egypt into the Modern world of Science and Industry

You should expand into Africa. You will gain nice resources, and your populance can be converted to workers since they will take over resource production.

A lot of people join the new pogram of al-Azhar, mostly in Cairo, but also in other cities.
And it pays of! Practical Steam Engine is researched!
I immediately sell it to our beloved overlords, the Turkish bastards*. My RP goes negative, but if I do this my income increase so much that I can convert enough clergymen to produce many enough to get back into positive again
If I asked for 2200£ , the chances turned to zero instead of 90 something!
But 2100£ is definitely going to help al-Azhar though
Please note the vast increase of income since I bought Freedom of trade from our beloved overlords, the Turkish bastards
