But I've gotten as much as 50 years of CRUSHING brain slug phobia across my worlds. In a game most often set to 300 years.

Maybe, just maybe, this could be scaled back a tiddily bit?

Eh, just invest in a few more ruler pops for the planets affected.
I suggest merchants, as they can pretty much pay for themselves.

It's rough, but even as a xenophobe, you can employ rulers and increase amenities to get to decent stability.

You're not supposed to surrender your brain meats to alien slugs as xenophobes, that's the point of being xenophobes. Not living with aliens, especially not living with them in your actual head. The flat -40 stability you get for doing so is a more than appropriate punishment.

Yeah, and since it applies direct to stability it can have a pretty severe impact because it knocks a big chunk off your job output. -40 is hard to overwhelm with other modifiers.
