Bluntly, this is a thread intended to bracket two other suggestions I made which both involve courthouse and townhall buildings. I feel, otherwise the full charm of this idea could be easily lost. So I suggest to give new benefits to these buildings based on tweaks of existing mechanics (stability & corruption).
(A) Precondition: development dependent stability cost,
(B) Precondition: development dependent corruption
This way:

(A) Precondition: development dependent stability cost,
e.g. like I suggested in https://forum.paradoxplaza.com/foru...ial-bureaucracy-and-imperial-factions.974782/
- Courthouse: gives 50% reduction on a provinces contribution to stability costs
- Townhall: gives an additional 50% reduction on a provinces contribution to stability costs (i.e. total = 100%)
(B) Precondition: development dependent corruption
e.g. like I suggested in https://forum.paradoxplaza.com/forum/index.php?threads/introduce-base-corruption.985531/
- Courthouse: gives 50% reduction on a provinces contribution to corruption
- Townhall: gives an additional 50% reduction on a provinces contribution to corruption (i.e. total = 100%)
This way:
- these buildings will have a plausible and usefull effect (compared to what they currently do...)
- we will have another mid-late game ducat sink
- we will have another dimension of internal management
