If I recall correctly, once they announced rule britannia officialy with the list of features and all that, it was 1-2 months until release. So I'm guessing here will be the same. Although given they might have been forced due to PdxCon to announce earlier than they usually would've, it may be longer. But if the feature list is locked and theres nothing else for the DLC, they it should be really 1-3 months tops. Since in 2-3 more DevDiaries they can show the rest of the contentand still have 1-2 months to flesh it all out before release.

Yeah, I’d bet around early-mid August. Which is a-okay with me, since my birthday is in the second week of said month :D

Early August is almost certainly out as that'd mean they'd need to essentially finish it by the end of June due to the Summer vacation. For the same reason mid August isn't too likely either.

So do we still get the government update for free? Or will we only be able to customize our governments with this DLC?

Just to clarify you are talking about two things at the same time here.

1. Everyone gets the government update for free.

2. Customization is only for DLC owners.

There is no keeping with the old government structure, evolution of governments will be gradual for all, but if you don't have the DLC you don't have any choice for what you get at the next level, you get what is prepicked for your govt. type. (or that was how it was described earlier)

I really like the direction Eu4 is going. All the old systems being cleaned up. First missions, and now estates and governments. People mostly come to the forums to complain, but I have to give credit where credit is due.

Hmmm, looks like I got too optimistic thinking they would give it for free :/
Looks like I'll have to buy this DLC then, even though I don't rly care much about India ;_;

They are giving the estate integration in vanilla and rework and also the policies rework for free. I'd say that's enough. I also don't play India but the new trade company

I thought the same too, but after Jake's presentation this afternoon I'm not hopeful. Everything is perfect acording to him and the previous direction was the one he like and he's gonna keep building the game kind of the same way which is the way he likes, not the way many like. If he is doing this now its because of the nonstop outcry from the forum to do so and to rework old stuff adn stop the feature bload for the love of god. But if nobd had said anything? We'd get 10 more buttons for 20 more instabonuses for an easier blob and world conquest.

I love the idea of making India an actual target for colonization, but Dharma seems like a weak name. There surely must be a an Indian phrase with more than one word to fit better with the expansions theme. I know Dharma's meaning fits as it implies doing ones duty(gross oversimplification), but I don't think it has the same ring as the earlier DLC titles. Its fine on its own but Art of War, Rights of Man, Common Sense, Mandate of Heaven and Wealth of Nations seem more proper to me for an EUIV expansion. I have the same problem with Cossacks and Cradle of Civilization. they don't fir the "Renaissance Man" theme that comes form the majority of titles and the ui and aesthetic of the game. But as I said the mechanics themselves look great.

new uses for colonists in non-colonial development
Thank god for this! This is going to make Exploration so much better (in theory)!
Alongside a free update to the estate system
Now we just need development into the base game and so many mechanics can be upgraded and naturally flow together.
Exclusive for owners of The Cossacks expansion.
Eager to see this. I'm looking forward to a new reason to return to Zaporozhie.
the monsoon season
Hopefully leads to other weather effects like hurricanes, blizzards, etc.

I honestly don't care why devs decide to go a certain direction. If I like what they are doing, and currently I do, I think its important to let them know.

If Jake wanted to add a hundred more buttons and decides against it because of community outcry that is only a good thing.

It's only a footnote in the list of changes, but I really like the addition of monsoons. I always felt like the entire climate system only accounting for northern hemisphere winters was a strange thing.

Without internal politics, peace in this game is boring. So reforms are a good ways to make the player have something meaningful to do other than stacking troops, hiring advisors or improving relations.

Why does the flag of Sweden look weird, isn't the cross a bit left and thinner. New expansions come with historically accurate content, but the flag of Sweden is still ahistorical.

but the flag of Sweden is still ahistorical.
I don't recall it looking weird, though I've never given it a close look in game.
Anyway using hte cross flag is ahistorical in the first place and the historical approach is using the three crowns, but that was scrapped years ago as too many non Scandinavians coudln't see the difference between the French lilies and hte Swedish crowns.
