It seems that there is a great possibilty that the current crisis will culminate in unjustified Austrian military aggression towards the Kingdom of Serbia. I would thus like to propose a tripartite defensive alliance between our three Slavic nations.

The Kingdom of Spain will begin all active soldier mobilization, to prepare for war. Make three army groups, one in Barcelona, the main army, one in Valencia, one in La Mancha as reserves.

((That is true, but this is Alt-History. Plus, in the case of Spain, the Upper Class and Military were Pro-German, and the PM right now would be a Conservative, so them allying with Austria-Hungary makes sense.))

Austria-Hungary is pleased to confirm our alliance with the Ottoman Empire; we hope together, we can serve as a shining example of peace and progress in this new age.

We are also delighted by Serbia’s decision to accept our terms. This finally puts to rest the spectre of war between our nations. Thanks to their willingness to see reason, the outstanding matters can be resolved bilaterally between us. As a result, the offers of mediation from Russia and the Netherlands are fortunately not required.

As per item six in our agreement with Serbia, we will now proceed to send an initial group of ambassadors, seconded from the army, to pursue the criminals responsible for the Archduke’s murder. Serbia will of course not obstruct them in their duties of capture and trial.

Send 200 soldiers over the border into Serbia to begin investigations.
