Bootstrapper Error... ;-;

Hi! Whenever I try to launch the game through launcher I get a window called "Bootstrapper Error" saying "Couldn't start launcher!". I've tried many things: Reinstalling the game (I did it twice), removing mods folder, removing whole HOI4 folder in documents, launching steam as admin. Nothing worked and I'm out of options. Please help me...

EDIT: Launching game through launching file "hoi4.exe" works

Yup,I know this thread is old but If anybody wants some answers to it I have the answer,btw you can launch mods with this method.You must open the directory of HOI4 find a file named "launcher-windows-install" double click it.Then If you did not installed it install the launcher.Than there must be 2 options,Repair and Remove.Click to the Remove than it must remove the launcher.Than once again install the launcher and open the game.Your game now works.
