Bootstrapper error, launcher won't work after new update

Whenever I try to launch the game using steam a small white box appears saying "Couldn't start launcher!" and is labeled "Bootstrapper error". I've already tried running steam as windows administrator and tried re-installing the paradox launcher through the Program x86/steam/steamapps/common/Hearts of Iron IV with the file labeled "launcher-installer-windows". However none of this is yielding any results as the error still appears. I am using avast antivirus and I think this is the root of the issue as it might be blocking/deleting some launcher files. Does anyone have the same issue and if so how did you solve it? Any advice is appreciated, thanks in advance

My guess is that your Avast anti-virus software is the problem. See HOI4 forum post 1448638.
