what's your secret in getting all those capitalist?

In my Russian game, I couldn't get enough pop in russia, but in Manchuria, I was swarmed with population....I ran out of workers in Russia to convert but not in Manchuria.

I've had the same problem. The only workers in Russia were the few that migrated to open factories or new guys who formed from pop splitting. I've never had that many pops in Russia inside an ethnic Russian area. But East Turkestan and Manchuria >whistles softly< I've had a thousand between the two of them.

yeah, I quit my WC game in 1885 but manchuria alone had 9xx population...almost all working I think...if I continued the game...scary to think what can happen
