...because the german player can just give the states that have too much resistance back to Vichy, which has cores on it.

Core provinces not being able to get resistance is the core of the problem.
Imagine living in a totalitarian regime, but not being able to form a resistance, because it is your homeland who is oppressing you.
Germany had the white rose, the Oster conspiracy, and various other resistance movements, famously displayed in movies like Operation Valkyrie.
The russians had the trotzkyists, and it sure had various anticommunists.

When i first tried the new DLC as germany and tried to support anticommunists in the USSR, i was bummed to see that there are none. Soviet Union has only core states so there is no way to boost resistance.

Could we please have resistance on core territories as well?

You can coup them, that is the resistance

I think someone else on this board recently discovered that if you coup Vichy France while Free France exists, it creates a third France. This means that you might not be able to restore France after the war, as Coup-France vs Vichy would count as a civil war, thus giving all core territory to Coup-France if they win. This leaves Free France holding the French colonial territory (assuming you liberate it and Free France is in your faction) and having no cores. Both end up as Democracies, though, which means you may not be able to go to war with Coup France to get Free France's territory back.

But Vichy France isn't a puppet or Axis member anymore by default as of LAR, so this shouldn't be possible? Unless of course Germany wants to completely end the occupation of course, which can happen after a Vichy focus or alternatively if the Allies attack Vichy, leading them to join the Axis. And it does make sense in such a case that French resistance is less to a puppet state than a direct foreign occupation, although it's true that 0 is a bit much.

That said, the possibility of totalitarian governments having resistance on core states is another debate entirely.

...because the german player can just give the states that have too much resistance back to Vichy, which has cores on it.

In LaR, Vichy isn't a puppet, right? So, even if Germany can technically game the system by giving French territory back to Vichy, Germany loses the resources and factories.

Why bother occupying France in the first damn place if you are just going to give it back to Vichy? The economic output of occupied France should exceed the costs in occupying it once even some basic compliance is in place.
