I'm playing a game as Japan. Since westernizing, I've conquered Manchuria, as well as decent swathes of the Philippines, and the Dutch East Indies, and south Vietnam. However, I've noticed that the administrative efficiency in these areas is awful---in some cases 0%.

I tried setting my national focus to encourage bureaucrats in order to fix this problem, but it did nothing. My understanding is that until a set percentage of the population in these areas is Japanese, boosting bureaucrats won't help. However, no one in Japan wants to go to these places---even when I try to encourage migration there.

So I'm wondering if it's ever possible to boost administrative efficiency in conquered areas. Consequently, I'm also wondering what the advantages are to outright conquest versus simply sphereing the desired areas. Any guidance here would be greatly appreciated.

You need more techs down the Positivism line. THen people start immigrating.

If you're planning to go ham and create an empire with lots of colonies, you should invest on Monetary System. The inventions will increase your tax efficiency as well.
Also, if you are going to pick a Tech School, try to research the 'Must Have' techs of the schools with research penalty.

I took all the research bonus techs as soon as they became available in the culture field, as well as the ones needed to colonize.

Since Sea Power and the Merchant Marine gives a bonus to commerce tech research, I have most of the tax and administrative efficiency boosting techs.

Are you playing vanilla Vic? If you're using PDM or HPM you can pick your national value. Taking productivity increases the admin efficacy by 10% iirc.
I haven't had problems with migrations on my last Japan game, except with China mainland... where the natives outnumber you by far :b

Keep in mind, even if you got a low admin eff. you still get the production bonus by techs and modifiers.
Take as example a province with high-pop, like from India or China. If the owner is unciv or is behind on techs, the good output will be much lower than one with a advanced nation. It isn't alway worth it, imo.
