sometimes when i have a vassel with only 1 or 2 systems thats bordering another large empire i used to give them planets in a war (especially a defensive war) because when the war is over that vassal now has 5 or even 6 planets and is now a buffer between you and the other empire
if your vassal is of desirable ethos you could choose them as the liberator of another planet in war - giving you some control over the government of the new empire if you have yourself and 2 or 3 vassals/protectorate then you have a wider choice on government types.
now you have to conquer them yourself and gift them to vassals but no way to choose liberator. I think when creating a vassel or new empire you should have a say in goverment - this has been discussed before but from what i can see our options on this have been restricted even more
i like the way they have increased the protectorate bonus to get them to become vassals!! i used to give my own planets to the protectorate so they get my advanced research systems then reintegrate them when they catch up became vassels!
