Actually it's an established legal principal that hate speech isn't protected by free speech laws. And the N word is inherently hate speech when used as an insult in a racial context.

Freedom of speech does not mean what you think it means. It also is not freedom of interpretation, freedom from judgment, or freedom from response! You can call me a retarded lapp faggot if you want and I'll wholeheartedly defend your right to do so... from government censorship. What you aren't entitled to is freedom from people thinking you're a stupid bigot for saying as much, or for a private entity (eg Paradox) from silencing you in their owned medium (eg a message board). It also doesn't extend everywhere; American freedom of speech is not universal - you Godwin'd, so lets go with that - Germans do NOT have freedom of speech or expression when it comes to certain Nazi elements as an example, and Paradox abides by this by avoiding things like swastikas even in a ww2 game series like hearts of iron.
Furthermore, you keep saying the word "can't" when you don't seem to know what that means either. You CAN call someone a girl in a derogatory manner, whether it's saying you throw like a girl (implying girls in a negative) or saying man up (implying men are a positive). You can call someone a faggot too. You can even call someone a faggoty little girl if you really want. What you can't do is call someone a girl, faggot, or faggoty girl and not have people immediately conclude you are sexist, homophobic, or both. Just because you are allowed to say something doesn't mean it's right, good, worthwhile, or liable to be well received.
In this case, Paradox can call it Lapland if they damn well please. They could also call all the native Americans "Indians" and really screw with everyone. They CAN, but it's a stupid idea, so they're going to call them more appropriate and inoffensive terms. Just because you're able/allowed to be offensive doesn't make it a good idea.

The difference between me calling you a nigger and me calling you an idiot is that idiot is offensive at its base, while nigger is offensive by negative/derogatory association. This is why things like fag and retard are frowned upon as insults, while saying stupid or ugly are merely insulting but not offensive.

This was off-topic, and for that I sincerly apologize. This is not a place for that kind of discussion, I'm sorry. (I don't want to be racist, neither I am such.)
Stupid and idiot are former terms for the mentally retarded. Ugly implies that people who are not aesthetically pleasing in a particular society are inferior. Extending further, bastard is offensive against people born out of wedlock (and as Paradox games show us, to be called one was a severe stain on your honor in medieval times).
The reason these words aren't offensive is because the people in question largely stopped being offended by them, not that they were never offensive. I don't believe there are many insults, if any, that don't have some offensive basis or could be construed as having one. We just pick and choose which ones are the bad words and which ones are ok.
