All Majors can start with some Bonus/Malus (based on their Historical Record, mainly based on WW1).

Would like opinions of all, other than the ones already mentioned, these are a few that can be given or added to the TECH trees of the Majors. Basically will incline them towards a Historical path (changing paths totally in 3 years is nearly impossible in most cases).

Germany-
1. U Boats - Some Bonus for the U Boats as compared to other countries (maybe better organisation or better co-ordination with other U Boats) vs Malus for the Surface Fleet.

2. Vollmacht, Auftragstaktik and Machine gun focus for Infantry- Bonus in terms of Organisation, Defense, Soft Attack but Malus in terms of Training time period.

3. Maybe something related to "Supply Throughput (if that still exists) as most German Generals managed their way with less than adequate supplies".

4. Fuhrer Directives - Can suddenly give some "Random missions" in war-time and not fulfilling them will create dissent.

Japan-
1. Shinto Religion- Chances of surrender of men/material is less than 5% and also gives a major boost to morale (ideally a Japanese division should have highest morale in game with equal tech levels and the Germans the highest organisation).

2. Land/Sea Confusion- Some base malus when attacking/defending Islands - -(i know the Japanese record of sweeping opposition) but the Army/Navy fight has to make them pay as it made them in Real Life.

3. No Convoys - Researching Convoy protection and related stuff should have malus. (the Japanese were terrible at this).

4. Carrier Champions - Should have some major bonus till 1942/43 in Carrier Research and manufacturing and also in terms of Naval Air.


UK-
1. Ghosts of the Sea Wars- The UK should be able to send only 2/3rd of its total Home Army abroad at any point in time at-least till the Americans start D-Day - - The "Gamey" keeping the home islands defenseless should be penalized as it is a-historical. Will also protect against a "sudden Sea Lion".

2. Allies Ahoy - The Dominions and Puppets should automatically receive all techs of the UK (at n-1 level, with n being the current level of tech, esp. in terms of Infantry, Artillery, Ammo, Industry etc but not in Nuclear etc).

3. Churchill's advice- Often the UK player should get "prompts" to send some troops to allies like - France, Greece etc and help them and lose some troops and direction in the process or gain dissent.


USSR-
1. Stalin's Paranoia - Compulsory attacks similar to Fuhrer and Churchill, with dissent and loss of "Senior commander" an added tension.

2. Stalin's Firemen- Send - ZHUKOV or KRUSHCHEV to one of fronts/army groups and gain temporary bonus in organisation and morale in return for some supplies and manpower. (Strong arm tactics).

3. Muzhiks of the Rodina - Cheapest and Fastest Infantry production with heavy Malus on all Naval aspects barring the SUBS.


Italy-

1. Il Duce- Launch futile attacks before your troops are ready or face the consequences.

2. Uncaring Officers - giving a perpetual -10% ORG and MORALE except for Elite Units.

3. Civil War - If Allies capture Sicily, chances of Italians fighting among themselves increased to 50%.


USA-

1. The Depression and Isolation - Forbidden to raise troops or build ships above the treaty levels.

2. Revenge- Once the Japanese attack at PEARL, a 3 months boost with manufacture times cut down by 50% for all units. (a one time boost).

3. Unlimited Supplies - All units consume 33% more supplies and oil as compared to other countries but give a 5% boost to morale and org.

4. Tizzard Mission- Gain access to 6/12 TECHS (mainly in electronics, nuclear and radar/sonar) post Fall of France - depending on quantum of Lend Lease to the UK post Fall of France and before PEARL.
[The Tizzard can also be part of the chain of the UK, with UK gaining some major amount of "material" or planes or destroyers etc].

I think these are very historic driven bonuses, which would be great for many people, however I dont think the dev are going for a purely historic game, it is sandbox afterall. i.e. nations shouldnt be disadvantaged for being ahistoric, IMO. We also see some ahistoric options in the National focuses like the USSR going naval focus or france joining a different faction.

Some of these ideas are good though and would be great as flavor content

The national focuses have such effects uppon the game but with more flexibility and more choices. Germany can for example choose to focus on the surface navy instead of submarines.

I agree, we should leave this kind of thing to the modders. They are able to have a more direct conversation with the community than the developers are anyway (not meant to be a slight at Paradox whatsoever).

This is the stuff for history based mods that thrive on putting arbitrary restrictions all over the game (for the better, usually). But please no, not in the vanilla game. The sandbox element in the base game should be left alone.

Not a big fan of that, to be honest. All these restrictions force you to play a Nation in a specific way, discouraging experiments and alternative playstyles. A mod or options would be fine for that but in vanilla every playstyle should be possible without arbitrary handicapping. If you want to play in a "historical" manner you can just choose to play that way. There should be no further encouragement to follow a historic path. If you think about it the moment you hit unpause on the 1.Jan.36 you go ahistoric, thats the idea behind the game. The question is only to what extent and someone shouldnt be hindered in his playstyle because he is fine with deviating more from history than others.

Personally I to limit negatives like the kinds that France has in favors of bonuses. You don't need to give many nations additional negatives as research and national focus choices will provide the differences via bonuses for the most part.

I also believe it should be left for a historical mod. The devs also said that there will be 2 different modes for the AI (can't remember when): "historical" and "sandbox". I believe the idea of giving historical bonuses/maluses might fit in with the "historical" AI, but definitely not for the "sandbox" version.

Let me see, i have received mostly negative votes on the proposal, but i will go into the reasons for the same-
1. Minors conquering the world like Albania or Egypt or Ryuko is like total nonsense for most serious gamers/long time gamers.
2. Historicity of a game doesn't make it boring- instead it makes it more challenging, eg: As Germany you can have Blitzkrieg tech (not a real tech but an amalgamation of various techs in Real Life) and gain huge advantages in land combat but due to the "anti Surface fleet focus" you make it twice as hard for Germany to become a Naval Power.
3. A man/nation is not AI, it is a slow process of evolution and consists of various traits which used to be called National Character (eg: John Bull etc) but are now ignored as they are "politically incorrect". Thus, the 1939 armies (or navies) were built on the experiences in 1914-1918 and the theories developed between 1919-1936. They were not built on "THIN AIR".
Eg: The Bomber will always get through doctrine - this was a very popular doctrine in the late 1920s and early 1930s and this is why all major powers in the mid and late 1930s focused on Bomber Fleets and neglected Radar, Intelligence, Fighters etc except for the UK.
4. There can be an option provided in the game, wherein you either take these choices or reject them on 1/1/1936, basically if you reject you are born with a "Clean Slate".
5. Historicity while providing bonus for easy victories in some areas will provide obstacles in others. Eg: An American Division operating in Europe and a German division operating in Europe consume the same amount of supplies, in real- The US division will consume 3X supplies due to 2 reasons - The distance from the Eastern Seaboard and the Lavishness of American Supplies, on the other hand- the USSR division will consume only 0.67X of the total supplies as the Russian army was used to surviving on lesser amenities. These are facts and can easily be verified in over a dozen books and on the internet. But in game, they all consume almost the same.
6. There was a "reason" behind the fanaticism of the Japanese defending from 1943 onwards and it came from over 2000 years of History and not out of thin air, there should be some bonus and some malus for such characteristics.

4. There can be an option provided in the game, wherein you either take these choices or reject them on 1/1/1936, basically if you reject you are born with a "Clean Slate".
5. Historicity while providing bonus for easy victories in some areas will provide obstacles in others. Eg: An American Division operating in Europe and a German division operating in Europe consume the same amount of supplies, in real- The US division will consume 3X supplies due to 2 reasons - The distance from the Eastern Seaboard and the Lavishness of American Supplies, on the other hand- the USSR division will consume only 0.67X of the total supplies as the Russian army was used to surviving on lesser amenities. These are facts and can easily be verified in over a dozen books and on the internet. But in game, they all consume almost the same.
6. There was a "reason" behind the fanaticism of the Japanese defending from 1943 onwards and it came from over 2000 years of History and not out of thin air, there should be some bonus and some malus for such characteristics.

Giving bonuses or penalties to nations by default is not a great gameplay element imo. With the national focuses you need to work for your bonuses and you need to chose which ones you want. I think that is better gameplay design then what you are suggesting.

Countries are already inclined into certain path by their tech companies, available ministers and focus tree, that does give discount to research of some techs. Game also has national spirits. Plenty enough of elements to make majors "unique".
2. Historicity of a game doesn't make it boring- instead it makes it more challenging, eg: As Germany you can have Blitzkrieg tech (not a real tech but an amalgamation of various techs in Real Life) and gain huge advantages in land combat but due to the "anti Surface fleet focus" you make it twice as hard for Germany to become a Naval Power.
It makes game more predictable, and predictable tend to be used as a synonym of boring.
3. A man/nation is not AI, it is a slow process of evolution and consists of various traits which used to be called National Character (eg: John Bull etc) but are now ignored as they are "politically incorrect". Thus, the 1939 armies (or navies) were built on the experiences in 1914-1918 and the theories developed between 1919-1936. They were not built on "THIN AIR".

That, is British-History tunnel vision. Germany and USSR hand pretty good intelligence, and great fighters. Everybody had radars on drawing boards by the time war started. They weren`t neglected, UK just was 1-2 years ahead. But by 1941, US, Germany and USSR had radars.

There is actually much simpler explanation, you can easily verify how badly Soviet army was hit with diseases, bad medical treatment, and overall, had poorer performance due to lack of essential equipment like good radios for low-level artillery direction, ex. SU army was simply under-equiped in many departments, which did caused huge waste of manpower, and sub-par readiness.

British Radar went operational in September of 1939. Also, US Army was experimenting with RADAR in 1922. British Radar tech was more powerful, but they were not 1-2 years ahead. USA went operational before them, Germany also was using it on a small scale before the war.

Soviets did not have a system to resupply the average infantryman for more ammo than his initial issue until late in the war.

Things like these tend to perpetuate myths more than reality.

All Majors can start with some Bonus/Malus (based on their Historical Record, mainly based on WW1).

Would like opinions of all, other than the ones already mentioned, these are a few that can be given or added to the TECH trees of the Majors. Basically will incline them towards a Historical path (changing paths totally in 3 years is nearly impossible in most cases).

Germany-
1. U Boats - Some Bonus for the U Boats as compared to other countries (maybe better organisation or better co-ordination with other U Boats) vs Malus for the Surface Fleet.

2. Vollmacht, Auftragstaktik and Machine gun focus for Infantry- Bonus in terms of Organisation, Defense, Soft Attack but Malus in terms of Training time period.

3. Maybe something related to "Supply Throughput (if that still exists) as most German Generals managed their way with less than adequate supplies".

4. Fuhrer Directives - Can suddenly give some "Random missions" in war-time and not fulfilling them will create dissent.

Japan-
1. Shinto Religion- Chances of surrender of men/material is less than 5% and also gives a major boost to morale (ideally a Japanese division should have highest morale in game with equal tech levels and the Germans the highest organisation).

2. Land/Sea Confusion- Some base malus when attacking/defending Islands - -(i know the Japanese record of sweeping opposition) but the Army/Navy fight has to make them pay as it made them in Real Life.

3. No Convoys - Researching Convoy protection and related stuff should have malus. (the Japanese were terrible at this).

4. Carrier Champions - Should have some major bonus till 1942/43 in Carrier Research and manufacturing and also in terms of Naval Air.


UK-
1. Ghosts of the Sea Wars- The UK should be able to send only 2/3rd of its total Home Army abroad at any point in time at-least till the Americans start D-Day - - The "Gamey" keeping the home islands defenseless should be penalized as it is a-historical. Will also protect against a "sudden Sea Lion".

2. Allies Ahoy - The Dominions and Puppets should automatically receive all techs of the UK (at n-1 level, with n being the current level of tech, esp. in terms of Infantry, Artillery, Ammo, Industry etc but not in Nuclear etc).

3. Churchill's advice- Often the UK player should get "prompts" to send some troops to allies like - France, Greece etc and help them and lose some troops and direction in the process or gain dissent.


USSR-
1. Stalin's Paranoia - Compulsory attacks similar to Fuhrer and Churchill, with dissent and loss of "Senior commander" an added tension.

2. Stalin's Firemen- Send - ZHUKOV or KRUSHCHEV to one of fronts/army groups and gain temporary bonus in organisation and morale in return for some supplies and manpower. (Strong arm tactics).

3. Muzhiks of the Rodina - Cheapest and Fastest Infantry production with heavy Malus on all Naval aspects barring the SUBS.

Similarly for others like - USA and Italy etc.

Interesting idea, maybe it can be implemented as some sort of a more historical variant? A mod? :)

No, actually the way the HOI series works is in this way-
Organisation is your "Staying power" and high ORG (like i suggested giving highest org to the Germans) will allow the Armies to fight better and longer and stay longer in the fight.

More Morale or Higher Morale will result in the regaining or ORG on a faster scale (the Japanese used their few divisions loaned to the Navy almost repeatedly in all campaigns, all these divisions and various independent brigades etc together numbered less than a dozen, the USA cycled its troops in and out, the Japs sent about a dozen in 1941 and the same divisions + local garrisons fought in all major campaigns).

As to RADAR, the Tizzard Mission (http://www.amazon.com/The-Tizard-Mission-Top-Secret-Operation/dp/1594161631) changed the way the USA thought about technology and they gained "a GREAT LEAP" due to it.
Cavity Magnetron, Uranium Fission/Fusion, Heavy Water, the Dowding System, RDF/Radar/Sonar etc were part of this mission.

In fact, i can even suggest something about the POST WAR, when again the USA had a GREAT LEAP in science and technology- ( http://www.amazon.com/Operation-Pap..._UL160_SR102,160_&refRID=134Q6SWYVGC7V0FCC92F)

It is about the "Operation Paperclip", smaller versions of the same were also carried out by the Russians, British etc, the modern Rocket System, ICBMs, NBC Warfare, Ground Attack Aircraft, Stealth, Jets, Subs etc are all based on the research obtained at the end of the war by USA and USSR which enabled them to fight the Cold War.

As to Russian Fighters and Radar, it was 2-3 years behind the UK, the Russian frontline fighters in 1940 were 3 years behind the Spitfire and the Russian radar system had the same lag, the German frontline BF109 was slightly inferior to the Spitfire in 1940 and it wasn't until the entry of the "Butcher Bird- FW190" that the scales tilted back to the 1939 levels, again German Wurzburg radar (and other systems) et all was a great deal inferior to the Dowding System in the UK. Credit has to be given where it is due.
On the other hand, unequivocally British Tanks S***** and all of them were C*** till the Sherman Firefly. The Russians were leagues ahead of the rest till 1941-42 and then it was the Germans who were ahead in this dept.

No, infact it makes it more difficult for Germany to pull off a successful SEELOWE and makes it nearly impossible for the UK to attack Germany in 1941-42 on the continent. (creates a "proper stalemate"). [Every good player pulls off an easy SEELOWE].
Also makes it impossible for Japan to overrun the continental USA and nearly impossible for UK or USA to conquer the Japanese home islands in mid 1942. (this has often done by me and a lot of players in HOI2, 3 etc due to lack of Home Garrisions)

The USSR had an abundance of manpower and in traditional Russian sense, threw it at the enemy, the USA had an abundance of natural resources and threw the Tanks and Planes at the enemy, each major had its own strengths and weaknesses and this is exactly what i was suggesting is needed to be showcased.
Germany had superior quality but not enough quality and thus their strategy differed from Italy which lacked both quality and quantity and so on..

I like the option of putting these into the National Focus Trees. With that I have a question: watching the world war wednesdays it seems that any player can see what any other playing is researching in their national focus, shouldn't that in itself require some type of decryption / espionage? Being able to follow another country's focus will allow a bit of planning and build-up geared towards a war with them. Of coarse, they can see yours as well...

I had assumed all the disagrees were in regards to the particulars proposed, because I immediately thought of the following dev diaries:

France has three national spirits from the start.
  • Victors of WW1, which is a penalty to the speed of land doctrine research by 75%.
  • Disjointed Government, which costs 1 political power each day and reduce the national unity until it is removed.
  • Protected by the Maginot Line, which slows down planning speed by 25% but increasing their maximum planning bonus by 25%.

The French Focus Tree has lots of different options.
  • The Metropolitan France & Algerie France starting points gives an industrial buildup, and allowes another research slot.
  • Defensive OR Agresssive Focus shapes France’s military focus, and the end focus removes the Victors of WW1 penalty.
  • Government Reform is a very flexible political tree that can gives France four different options, while eventually removing the Disjointed Government. Start their own faction with Czechoslovakia, join the Allies, join the Comintern or Join the Axis..
  • Navy Focus gives research and development bonuses for the navy.
  • Air Focus gives research and development bonuses for the air. (not seen in screenshot.)
USA starts with two national spirits.
  • The Great Depression, costing 1 PP every day, until removed in the 1940 election.
  • Home of the Free, which allows them to create factions, but not to join any faction led by another ideology.

The focus tree for USA is big and gives plenty of options.
  • Issue War Bonds - Allows for powerful bonuses, but only possible if at war with another major.
  • WPA & War Propaganda - Targeted buildups depending on which country USA ends at war with.
  • Air War Plans Division - What to focus the US Airforce on?
  • Bureau of Ships - How to strengthen the US Navy.
  • Reaffirm Monroe Doctrine - Turning entire americas into democracies that like the US, with possibilities to create pro-democratic civil wars.
Germany is lead by Adolf Hitler who gives them +50% political power gain through his Dictator trait.

Germany starts with two nation spirits:
Bitter Loser (for some reason) making more resistant to people trying to make them move to another ideology and also be able to found their own faction.
General Staff which gives a boost to army organisation and planning speed.

The German focus tree has some interesting choices over who do you want your friends to be, should you seek friendship with the Czechs or the Poles? Do you bet on Japan or China as your best ally in the East? For those of you who feel the going for Czechoslovakia after the Anschluss is just a little too passé we have added in an additional ahistoric focus option for Germany to carve up Yugoslavia and Greece and win friends at the same time. Hungary, Bulgaria and (depending on the focus choices) Italy are all more than willing to help you liberate Yugoslavia from the Yugoslavs. Every piece of land you hand out will make them like you more.
There are also focuses letting Germany progress faster through doctrines and even focus on their navy (perhaps a popular option once you have dealt with Stalin?", and improving industry and other construction focus.

I am not saying the US did not benefit from the Tizard Mission, just YOU SAID USA would not have RADAR and half a dozen other things without it and I showed that the USA had operational Radar before Tizard Mission. The Megnetron main impact was in airborne radar, but I will quote Dr Bowen who WAS directly involved in the exchange between USA and Britain :

' The exchange of information with the US Army and Navy began on 12th September when a complete account of British radar developments was given; it covered the whole field of ground based, shipboard and airborne radar. The US responded by giving actual demonstrations of their equipment, at the Naval Research Laboratory in Anacostia and the Army Signals Research Establishment at Fort Monmouth NJ. It soon became clear that at metre wavelengths, the US had technology which matched that of Great Britain. The great difference was that US systems existed only in ones and twos and they had not seen much operational use. In Britain, by comparison, a sum of £l million sterling had been voted for the construction of a chain of air warning stations to protect the Thames Estuary in December 1935. By 1938, a total of £10 million sterling had been allocated to the construction of 23 such air warning stations along the East Coast and a further six stations along the South Coast. When the Tizard Mission arrived in Washington, this system had been fully operational for over a year, and at that very moment was playing a decisive role in the Battle of Britain, from which England was already emerging as a certain winner. '

As to Russian Fighters and Radar, it was 2-3 years behind the UK, the Russian frontline fighters in 1940 were 3 years behind the Spitfire and the Russian radar system had the same lag, the German frontline BF109 was slightly inferior to the Spitfire in 1940 and it wasn't until the entry of the "Butcher Bird- FW190" that the scales tilted back to the 1939 levels, again German Wurzburg radar (and other systems) et all was a great deal inferior to the Dowding System in the UK. Credit has to be given where it is due.
On the other hand, unequivocally British Tanks S***** and all of them were C*** till the Sherman Firefly. The Russians were leagues ahead of the rest till 1941-42 and then it was the Germans who were ahead in this dept.
Russian fighters were designed for different type of combat. IF Spitfire would meet them on his terms, Soviets would lose, but same applies backwards, Spitfire would lose to Yak if it fights where Yak was designed to shine. BF-109 was equal to Spitfire.

Soviets weren`t leagues ahead in tanks, either. Early T-34s sacrificed so much ergonomics and reliability for their armor and gun, they weren`t much better than German tanks in 1941.

No, infact it makes it more difficult for Germany to pull off a successful SEELOWE and makes it nearly impossible for the UK to attack Germany in 1941-42 on the continent. (creates a "proper stalemate"). [Every good player pulls off an easy SEELOWE].
Also makes it impossible for Japan to overrun the continental USA and nearly impossible for UK or USA to conquer the Japanese home islands in mid 1942. (this has often done by me and a lot of players in HOI2, 3 etc due to lack of Home Garrisions)

The USSR had an abundance of manpower and in traditional Russian sense, threw it at the enemy, the USA had an abundance of natural resources and threw the Tanks and Planes at the enemy, each major had its own strengths and weaknesses and this is exactly what i was suggesting is needed to be showcased.
Germany had superior quality but not enough quality and thus their strategy differed from Italy which lacked both quality and quantity and so on..
"Abundance" of manpower is speculation. Eurpoean Axis had more manpower, but only managed to mobilise fewer, as German allies manpower reserves remained relativly untapped.
Soveits didn`t throw people away, Soveit combat doctrine was very sophisticated and relied heavilly on combined arms and support. It was Soviets, after all, who were the ones to have massive runs of CAS planes, tanks, and artillery. Soviet army in 1941 was better equiped in most departments that Germany and it`s allies.

If anything, Soviet doctrine was over-ambitious on reducing cassualties and winning with as fast as possible, with as little blood as possible, which led to early failures due to people down the line lacking skills to execute.

And please, do realise that Soviet does not Russian. It is like saying Canadians, Australians and Americans are British.
