There are quite a few capital cities in terrain with a building slot bonus. This often swings the economic building and/or development investment away from the capital cities to ones with more favourable terrain, particularly when the province development isn't very high to begin with. A +1 building slot modifier associated with a province being a capital places a greater importance on that city both economically and militarily. As a bonus, it's historically accurate as rulers tended build their most impressive works in the capital.
potential exploit: switching capitals around could allow players to build a multitude of extra buildings when they shouldn't technically be able to (since buildings don't destroy themselves should the amount of building slots decrease, as seen on fresh non-core provinces). In my opinion this exploit is extremely minor as moving your capital costs a large amount of admin points.
