Sorry for the terrible title. I wanted to change it but I can't do it now.

In my 769 Lombardy game, I saw Bolghar king of Bulgaria conquering the entire Balkans except for Greece. He them formed the title of kingdom of Serbia and proceeded to set it as his primary title instead of Bulgaria. My question is: Why? It makes no sense to me.

I know titles can only have 1 "primary culture" and for Bulgaria the "primary culture" is Bulgarian and not Bolghar but it still makes very little sense for a Bolghar ruler to switch his primary title to another like that.
