Not all provinces have dynamic province names. Feel free to use the suggestions forum to suggest more of them and they may be added (especially in a case such as this when a country starts with a province but it's named in the language of a future conqueror) 
There are over 3000 provinces in the game and quite a lot of cultures so when some provinces lacks dynamic province names for some cultures, even if they make sense and seem obvious, It's likely more related to us not having thought of it rather than a conscious decision
