Bohemia in a PU with 0 Units??

So, playing Austria and using the mission for the PU with Bohemia. Everything went fine, only I couldn't prevent the shadow kingdom event, but I digress. Bohemia has now for several months zero units and a very low army reserve.
Is it a bug? It is just a PU (my first, I'm a beginner in EU4) and should work like a vassal in this regard, shouldn't it? But its like Bohemia is completely dead...

It's a bug in AI logic. *Might* be fixed in 1.31

Chances are once they are in a war they will conclude that investing into an army is a good idea.

Most likely, they are deep in debt. And as they are a subject, they rely on their overlord to offer them protection.

PU subjects never pay taxes, but you can siphon income.
