Boats for the hordes

It's probably a very simple change in the common/technologies.txt file.

Without altering the game files, your only option is really to westernise or annex a province which already has ships on its unit production queue (extremely unlikely, difficult and not to be relied on)

That would also allow AI to colonize with hordes, I don't think he wants that.Increasing it to 40% is enough.

Hordes are coded not to be able to colonise, they would have to change their government type first.
