If one of my allies gives me a set of blueprints, why would I still have to research it? If we assume that they give me a complete set with a bill of materials attached, shouldn't I be able to start making the items very soon? Halving the production time isn't really that big of a deal. If I could steal the blueprints maybe I would make a prototype or two but wouldn't that be it?

What about if you get blueprints you get the technology immediately?

actually researching a tech is much more then cranking out a few handcrafted prototypes. part of the research cost is investment in industry to be able to massproduce the unit/tech researched.
