They can always have two seperate events/options for when a murder is successful.Signed, mainly for kings and emperors. If a courtier or lesser vassal was proven to have killed one of your direct heirs, you should at least have the option to kill them (no penalties) after a successful imprisonment (or fight and later kill them if they raise flag in rebellion).
Things get very tricky, however, when the plotter/murderer is close in rank to you. A CB or compensation event chain might be in order instead.
Not untouchable... You can lock them up, banish them, and even execute them. For -10 relations and a little piety.Signed as well.
Nothing is more frustrating than losing a key character to some untouchable, no-name courtier whom you can't do ANYthing against. At least have it available in situations where the identity of the assassin is common knowledge. I realize that due process may have been a part of the feudal system, but something about lex talionis is so satisfying!
Well, the kind of justice the OP is asking cerainly did happen

Bear in mind this was the bastard daughter of a small duke from another kingdom and lover of a prince, ie a courtier with little to no titular importance. Also King Peter's nickname in Portugal became "The Just" over this incident (in some circles, specially castille, also "The Cruel", this over the horrible torture he put the killer through, rather than the execution). Murderers during the medieval period could very much expect execution if the injured party could get their hands on them. There should be no penalty for applying justice in such cases.
How often do you feel the need to execute people?!
I doubt you get enough (discovered) successful plots, or even successful plots where the guilty party is unlanded. Over ten years, there shouldn't be any issues.

What has been the response from Paradox?
If you're running a realm the size of HRE or ERE, you get informed of murder plots about 2-3 times Per Year. The only thing I've found that slows it down is imprisoning the possessed and lunatics (they never stop trying to kill people) and telling the rest to end plot. Yet it just keeps coming. And these are just what I catch. Executions or banishments on this scale is not an option. At the very least, I want my prison to be a prison again, not an early Bedlam.
Every time my heir/wife/other child gets murdered, which isn't often but I don't feel the need for Papal Invasions or creating antipopes often, yet the options are in game.
None. Most likely there will never be any. They rarely answer suggestion threads.
