Do you mean the parts of Poland that Prussia very briefly occupied during the Napoleonic era?

These are lands with no substantial German population, very substantial Jewish and Polish populations (two groups who aren't particularly loved by either of those parties and would more likely than not be supporters of their political enemies), no historic links to Germany or Prussia beyond a very brief occupation just over a century ago and they are owned by an ally of Germany - Poland.

So their ambitions are more focused on lands with German populations like Elass-Lothringen. Although elements of the DAP are less concerned with the existing population of territories in Eastern Europe ....

By now the Posen region has been under the control of Berlin based governments for a very long time (more than a hundred years). It has a substantial German minority although, along with Slovenia, it is one of only two provinces in the German Republic without a German speaking majority!

I would like to imagine it to be a lot more complicated, probably so complicated, that noone in Germany or the whole wide world would ever really grasp the Great Paper Hat Plan as a whole.
At some point the economy would probably have to collapse for the sheer lunacy, that is a giant paper hat industry and we all know whose ideology thrives on bad economic situations, right? This is probably, at some point, a part of the Plan.

So, to quote myself: "Add more paper hats until you find yourself in power."
The foundation of the Great Paper Hat Plan theory is that when depressed, people tend to want to look silly. To do so, they might wear a paper hat. Thus, in a generally depressed society, demand for paper hats will rise.
In the critical condition, demand for paper hats rises faster than the capacity to make good quality paper. As paper quality decreases, the demand increases further because paper hats wear out faster and need to be replaced more often; as the demand for paper hats increases, cheap mass production causes paper hat quality to drop even more. What results is a spiral of increasing paper hat demand and decreasing paper hat quality. Eventually, this destabilizes the economy to the point where it is "no longer economically viable to build anything other than paper hat factories", and the economy collapses.

Despite every shop stocking thousands of paper hats, none had a pair which was the right size, price, or colour, or which was comfortable, durable or stylish without being outrageous. Interestingly enough, during this time (or rather post-WWI) he was a communist, and even fought for the commie-militia and even had a jew as a mentor and mourned his death. So actually it woudlnt be unlikely that he ended up as a communist.

With the office of President secure until 1919 and having been in power continuously for almost a decade the FVP confidently predicts its own victory in these new elections, despite the recent wave of destabilising revolutions abroad.

Foreign Policy:

The Hungarian problem is a grave danger to Germany. On the one hand the current regime in Hungary was fairly elected, yet this regime has taken a directly aggressive anti-German position politically. Germany was seek to restore German property in Hungary (potentially through new investments) where possible, avoid an alliance between Hungary and the Communist states and renew our diplomatic links with the country. We must pursue these aims diplomatically, only if the Hungarian government refuses all our efforts should military intervention be contemplated.

In the Ottoman case, Germany should once again honour the calls of our invaluable ally – sending limited military aid by deploying one army (36,000 men) to the Ottoman Empire and encouraging the Young Turk government to pass through substantial democratising reforms in order to stave off further insurrection.

Across Europe the new wave of revolutions is causing a great deal of instability, Germany must prevent this situation escalating into the outbreak of another general European war. Staying true to our alliance with Great Britain it may be time to attempt to ease relations with Russia, France, Italy and Scandinavia.

Germany must ramp up her programme of rearmament by recruiting a further 150,000 men.

Meanwhile, although the Bohemian regime remains largely independent of German control, we must retain a special interest in this country which was, for so long, closely integrated with Germany. Any steps towards further unity are to be actively and enthusiastically pursued.

Economic and Social Policy:

We must institute a progressive system of taxation that shall ensure that the wealthiest bear the heaviest burden and the poor the lightest. The state should play a strong role in the economy in supporting projects aimed at industrial expansion financially – but only those with proven profitability. We should oppose the use of tariffs in any but the most extreme circumstances.

All existing social reforms must be protected and a limited programme aimed at their expansion pursued.

The Free People’s Party shall guarantee a minimum of one social reform if elected.

Although the policies of ‘economic cooling’ are to continue to be eased (in particular the tax burden), it is advisable the state be prepared to intervene in the economy with similar measures in the future should the economy appear to ‘overheat’ once again in the future.

German National People’s Party (Deutschnationale Volkspartei)
- DNVP


Political Position: Hard Right

Ideology: Reaction / Monarchism

Party Leader: Gustav Stresemann

Stresemann is the first leader of the DNVP not to have come from an aristocratic background, come from a middle class Berlin family, and to have served on the frontline during the Great War. After the war he was an avid supporter of the Ludendorff dictatorship, once again fighting in the name of the regime through his participation in the Freikorps, before entering the DNVP after 1898 – at once supporting its authoritarian political vision but promoted Liberal economic policies. His choice as party leader was a risky one for the party, but many believed that it was the only way for the DNVP to restore itself to governmental power for the first time since 1905.

Description:

In the years since 1905 the DNVP had cycled through three different leaderships, lost its hegemony on the authoritarian right and position as Germany’s single largest political party in both votes and membership to the FVP. Now taking a turn aimed at a new cooperation with the bourgeois democratic parties against the left there are high hopes around the party that the 1914 elections will usher in victory.

Foreign Policy:

Who can be surprised that as Germany slumbered through the years of leftist rule, she failed to be aware of the growing tide of Communist revolutionism that has swept across the continent. Hungary has fallen to the Communists, the Ottoman Empire teeters on the brink of collapse, how long until Bohemia and Spain see Communists grasp for power too? What then of Germany? Germany must take a firm stand now against any further spread of the revolutionary virus.

An immediate intervention in Hungary to restore the monarchy, which should never have been allowed to fall, is necessary. Large scale military support for the Ottoman Empire must also be granted whilst we should intervene in any countries without our sphere of influence that show signs of revolutionary activity.

In the case of Bohemia, we must seek its reincorporation into Germany by any means necessary – not only must we restore lost provinces and protect German populations; the country is now at risk of Communist subversion should Germany fail to act!

Our highest priorities must remain the battle against international Communism. Should the Communist states of Northern Europe attempt to support any risings abroad we must display the valour and courage necessary to violently resist them – potentially restoring acceptable government to these fallen nations.

The military must be expanded by at least 350,000 men.

Economic and Social Policy:

The state must withdraw from taking an overly interventionist role in the German economy. Funds for industrial expansion are to be withdrawn except in the more extreme circumstances in which they are necessary to combat unemployment. Likewise, industrial subsidies are to be withdrawn from failing industries so that more vibrant and profitable industries can take their place. Large tax exemptions for entrepreneurs shall allow for market forces to replace the role of the state under the Populist economic system as the primary investor and driving force behind the economy.

Germany should employ a low 2% tariff on imported goods to give domestically produced products a slight edge, as well as raising funds to contribute towards tax cuts.

The DNVP shall look to reign in the power of the trade unions by placing a ban on the most politically militant organisations.

The DNVP seeks neither to revoke nor further existing social reforms.

Constitutional Change:

The DNVP supports the immediate reinstating of all aristocratic titles and properties confiscated in 1898. The party calls for the restoration of the German monarchy, our deposed Kaiser shall be invited to return to retake his throne, should he refuse the invitation shall be extended to his Crown Prince. The party calls for the Upper House to be restored and repopulated with notables and the best citizens of the Empire and endorsed with political power once more.

All Communist, Socialist, and otherwise revolutionary political groups shall be immediately banned alongside all trade unions as a threat to the German nation and state. Limited censorship laws must be left in place in order to guard against a future slip towards degeneracy.

However, should it prove impossible for the programme of restoration to be achieved, the DNVP would support the empowerment of the office of President – a strong and central figure shall be invaluable for ensuring political and social stability.

Social Democratic Party of Germany (Sozialdemokratische Partei Deutschlands)
- SPD

Political Position: Left

Ideology: Social Democracy

Party Leader: Friedrich Ebert

Ebert remains the most committed ally of the FVP within German Social Democracy. Whilst many publically criticised the Populists for pushing through the policies of ‘economic cooling’, SPD members being amongst the most numerous in the grass roots struggle against the policies, Ebert defended them in the Reichstag and within the party. Having whether the storm of criticism and internal tension Ebert’s leadership of the SPD appears secure once more as he looks to prolong the party’s spell in government and push through ever greater social reforms.

Description:

The period of 1912-1913 represented the first great hurdle in the alliance between the Social Democrats and Populists since the Revolution. With the SPD’s membership shifting to the left, the injection of a significant number of ex-Communists after the KPD’s 1909 electoral collapse, had made the organisation more militant with many of the Social Democrat supporting public explicitly rejecting the anti-worker aspects of ‘economic cooling’. However, with the worst excesses of cooling fading in the months before the new election the party has begun to relax itself and appear united once more.

Foreign Policy:

Germany now stands at a crossroads. On one path lies a future of Imperialism and War, a return to the dark days of the Kaiserreich. On the only lies Democracy and Peace – a true, Republican future.

Should Germany invade Hungary in order to overthrow a democratically elected government, should it send its armies to Anatolia, the Balkans and the Middle East to prop up the Ottoman regime, we would fall on the path towards a new Kaiserreich. We must not allow ourselves to go down that road once more – a little under two decades ago we witnessed the inevitable endgame.

Let us instead use diplomacy to restore our friendship with Hungary. Through diplomatic means we shall surely be able to prevent Hungary from signing aggressive treaties with the Communist states to the North – even if defensive pacts are likely – and facilitate renewed cooperation between our nations. Through the encouragement of democratic change, both within our area of influence in Central and Eastern Europe and beyond, new regimes committed to the same ideas of Democracy and Peace as ourselves shall invariably rise. Lessening the risks of war.

Continuing our commitment to international peace, Germany should aim to ease tensions amongst the Great Powers, and above all prevent the outbreak of a new Great War.

Economic and Social Policies:

Let the fruits of the German economy to be passed down to all her people. We should seek the implementation of a heavily progressive system of taxation – reducing taxes on the poorest as much as possible and avoid all tariffs. These measures alone should noticeably improve the standards of living of the majority of the populace. Beyond this, the state shall play a prominent economic role – performing limited nationalisations where possible and investing the construction of new, modern, industries across the land with an emphasis on supporting the development of the poorer regions of the Republic.

We must also strive to significantly expand the network of social reforms, further improving the lives of our citizens. The SPD shall secure a minimum of 3 social reforms .

German Centre Party (Deutsche Zentrumspartei)
- DZP or Centre/Centre Party


Political Position: Centre

Ideology: Christian Democracy / Political Catholicism

Party Leader: Wilhelm Marx

With long term party leader Konstantin Fehrenbach (President 1898-1905 and Chancellor 1909-1914) agreeing to step aside as both Chancellor and Centre Party leader before the election of 1914 due to poor health, a man eleven years his junior was risen to the party leadership. A Centre Party supporter for a young age, Marx served as a judge during the Kaiserreich and the first years of the Republic before being elected as a Centre deputy to the Reichstag in 1903. Noted for his tendency to appeal to Catholic religious values as well as a political flexibility familiar to the Centre Party, he was regarded as an ideal replacement for the long term leader.

Description:

The Centre Party was the great survivalist of German politics. Despite its decline since the Great War and Revolution it had participated in every single government since the proclamation of the Republic in 1898, contributed a President and Chancellor and consistently won concessions from each successive administration. With both the left and right clambering for its support in 1914, as they had for years, it appears likely that the Centre may once again be anointed with the power to make or break governments.

Foreign Policy:

A dark cloud has fallen over Hungary. The righteous and Christian people of that nation have been swallowed up by the bile of atheistic Communism. This is a Christian nation, a Catholic nation, a nation with the second largest German minority in the world – behind only Bohemia. We cannot allow Communism to proper there. The Centre Party proposes immediate military intervention and the creation of a democratic, Christian Republic modelled on our own. It may also be advisable to allow for a referendum in the South of the country where Serbs and Croats greatly outnumber Hungarians on whether these regions desire autonomy – Hungarian domination of these territories has been a source of instability in the past.

Communist expansionism shall not be tolerated.

As for the Ottoman Empire, the Centre Party refuses to send German troops to fight against Christian populations. However we are willing to accept the deployment of German troops in the Middle East – but only in return for the Ottoman Empire granting autonomy to the Holy Land in Palestine and allowing Germany to assume the status as the protector of Christian populations and Holy sites in the new state.

Germany should continue to pursue the peaceful reintegration of Bohemia into Germany – promising Bohemia and Moravia a substantial degree of autonomy and an enlarged number of Reichstag seats for the Czech population. These lands, whose history, culture and even economy are so closely linked to Germany, especially the South of our country, shall surely embrace the chance to end the division that was imposed upon them by Russian arms!

Beyond this our alliance with Great Britain must be protected, it shields our nation from invasion by the likes of France, Italy, Russia and the Communists. A new general European war would be a disaster for Germany and the world alike – we shall seek to avoid it.

The DZP supports military expansion to the tune of 60,000 men atleast.

Economic and Social Policy:

The Centre Party continues to support the institution of a flat tax rate that shall ensure that all social classes share the burden of taxation equally. The Party is also willing to accept the limited use of tariffs in order to keep the state budget in balance. The state should also aim to continue to provide assistance for the further investment in industry so that Germany’s re-exertion as an economic power might continue.

The Centre Party shall defend all existing social reforms; however it shall stand in opposition to their extension.

German Democratic Party (Deutsche Demokratische Partei)
- DDP



Political Position: Centre-Left

Ideology: Liberalism

Party Leader: Hjalmar Schacht

With a background as a prominent banker and economist of the Republican era, Schacht has been involved in the politics of the DDP since the Revolution. Growing supportive of the economic ideas of the laissez-faire fundamentalist faction of the party, and envisioning a road back to power through alliance with the right Schacht offered something no DDP leader since Richter had – a programme popular with the party faithful and a means of putting it into practise.

Description:

Since the Revolution, the DDP had struggled to compete with the electoral successes of the likes of the FVP and DNVP. In 1909 it reached a new low, falling to become the Reichstag’s third smallest party – just a shade larger than the DAP – and falling out of government for the first time since 1898. Shifting away from its historical flexibility in entering governments of both the left and the right, since changes in the leaderships of both the DDP and DAP in the aftermath of the assassination of Walther Rathenau the party has stuck its colours to its mast and made clear its intention to reject any advances from the left and look to enter government alongside the DNVP and potentially the DZP.

Foreign Policy:

Communism is anathema to all human decency, to any desires for peace, freedom and wellbeing. The rise of a Communist regime to power in Hungary cannot be tolerated – the DDP advises immediate military intervention and the establishment of a genuine democratic Republican state. However, we must make sure that the Communist states of Northern Europe do not intervene – such an intervention could trigger a larger conflict that might threaten to envelop our Republic.

We may send troops to support the modernising regime in the Ottoman Empire – if we do not it is likely that parts of the Empire shall fall under either the evils of reactionary despotism or Communistic tyranny. The Young Turks are the best of all available evils for the peoples of the Balkans and Middle East – we must protect their regime for the good of the region and German interests there.

Our alliance with Great Britain remains a god sent defence against foreign aggression. So long as we maintain our alliance and too not seek an overtly aggressive foreign policy European peace should remain secure.

The DDP call for further rearmament through the recruitment of another 60,000 men.

Economic and Social Policy:

In the years since 1905 the economically illiterate Populist led government, constantly in consultation with their Marxist allies, has done its best to destroy all independent entrepreneurial activity and prepare the German economy for catastrophic collapse through the creation of immense industrial bubbles with their psychotic interventionist policies. The crisis of 1911-1913 is only the tip of the iceberg, for the Socialist-Populist solution to the problems caused by state intervention has been merely further state intervention! Madness! Only a return to laissez-faire, which may be a painful experience in the short term, can save Germany from long term disaster and oblivion.

In order to achieve this we must maintain a total opposition to any and all tariffs, tax cuts for investors, guarantees of all private property and the offering of the promise of a dramatic rollback of constricting social reforms that have continued to advance in recent years.

The DDP shall seek the repeal of at least four social reforms.

German Workers’ Party (Deutsche Arbeiterpartei)
- DAP



Political Position: Extreme Right

Ideology: Fascism

Party Leader: Dietrich Eckart

Although Eckart continues to lead the German Workers’ Party some seven years after its formation, his position remains insecure with the youthful oppositional figures of Anton Drexler, Adolf Hitler and others challenging his authority. None the less, the rapid growth of the party into a force of national significance has given him some respite, even if many doubt he is the man to lead the party to power.

Description:

The DAP was formed out of the coalescing of a number of far-right paramilitary groups whose power was beginning to fade and ex-DNVP supporters who felt the old party had abandoned its anti-revolutionary position. Since the breakthrough election of 1909, when the party claimed an impressive 11.8% of the vote, German fascism has been on the rise. The brown shirts, jackboots and paper hats of its paramilitaries are a common sight across the Republic whilst the assassination of Jewish industrialist and DDP leader Walther Rathenau, allegedly by DAP sympathisers, revealed a degree of sympathy across quite a wide section of German society for the party’s violent methods.

Foreign Policy:

Europe is in a sorry state, it is up to the German nation to save European civilisation from the monstrosity of Communism and to right the wrongs of the Great War.

We must make immediate preparations for imminent war, both internal and external. A coalition of Jewish controlled government from Copenhagen and Paris through Berlin, Budapest, Rome and beyond seek to leave our nation and our people held down. We must look to expand the army by several orders of magnitude as soon as possible in preparation for another great conflict.

As soon as our armed forces are prepared for the struggle we shall set against the Communist states to the North and in Hungary, the French to the West and the Italians to the South – simultaneously destroying the Communists states that have so readily embraced Germany’s enemies and restoring German rule to lands populated by ethnic Germans. The fate of the decrepit and dying Ottoman Empire is of no concern to Germany, no assistance shall be sent Eastward.

Bohemia must be immediately annexed, through forceful means if necessary. The Baltic States and Poland should be encouraged to make themselves open for the settlement of Germans. Our nation’s population is overflowing, with the loss of our colonial Empire the escape valve for excess population has been loss – mass unemployment and the popularity of the Marxists false offers of paradise inevitably follow. If, instead of Africa, Eastern Europe could be settled then these problems would subside.

As the left rallies itself for a new wave of revolutions around the world, Germany must stand up for western civilisation and fight for its survival!

Economic and Social Policy:

The German Workers’ Party advocates the immediate expulsion of the entire Jewish population of Germany and the confiscation of all Jewish owned property. Germany should encourage the states under our influence in Eastern and Central Europe to take similar measures. Without the insidious influence of peoples who cannot and do not show any loyalty to the German, or for that matter any other, nation yet continue to dominate our societies and economies our nation shall prosper!

Beyond this, we must totally reorganise German society. No longer shall competing social classes be set against one another, no longer shall individuals strive for their personal enrichment and personal power above the needs of the nation. Let all Germans work together for the nation, and let the nation work for all Germans!

Strikes and trade unions are pointless; the workers are always defeated having caused disruption for the rest of society. They shall be abolished entirely and the state shall act as an intermediary ensuring that workers are granted adequate pay and necessary social reforms are passed to improve their working conditions.

The DAP shall ensure the passing of at least two social reforms.

No German owned private property shall be threatened – indeed its security is guaranteed! However the state shall push forward with the construction of new, modern, industries as well as large scale infrastructure projects – ensuring that the German economy remains the strongest and most vibrant on earth.

Constitutional Change:

This whore of a Republic must be abolished entirely, all memory of it expunged from our history. We are openly and totally opposed to any notion of ‘democracy’. The division of society into interest groups and political parties cause discord, weakness and decadence – the inevitable result of which is defeat in war the like of which the defeat Great War will pale in comparison to.

Let all political parties be abolished. All known militants of the Communist Party are to be interned with those amongst them guilty of criminal wrongdoing executed and those willing to reform released and restored to German society. Likewise leading Socialists must also be interned whilst other opponents of the National Revolution must also face imprisonment so that the unitary will of the nation shall not be challenged and undermined.

We oppose the restoration of the old, decrepit and corrupt elites of the aristocracy and the old monarchical households – it is these men who allowed for the decline of the German nation, and these men who failed to save Germany from the abyss of Revolution following defeat. They are to be condemned to the dustbin of history along with all the old parties, and divisions.

Instead a new nation shall arise, united around a single head, a leader a Führer. Above all internal conflict and whose will shall never err from that of the nation itself.

The DAP shall repeal all political reforms.

Communist Party of Germany (Kommunistische Partei Deutschlands)
- KPD


Political Position: Far Left

Ideology: Communism

Party Leader: Karl Liebknecht

A Great War veteran, the son of the joint founders of the SPD and an enthusiastic militant of first the USPD and then the KPD from their foundations. Karl Liebknecht was a man with a high profile on the German left. Since the ousting of Clara Zetkin in the aftermath of the disaster of 1909 in which the KPD’s vote totally collapsed, Liebknecht has led the party on a more militant course – even standing against Copenhagen diktats in his desire to retain the party’s militancy. A failure to improve Communist fortunes in 1914 will almost certainly cost him his leadership of the party, potentially even sending German Communism towards its destruction.

Description:

The far left has never prospered in Germany. Occasionally achieving over 10% of the vote, far left parties have never come close to genuinely threatening to achieve power – many feared that the collapse of the Communist vote in 1909 might represent the final death of the far left in Germany as an electoral force. Instead the party attempted to restore its radical credentials, throwing itself into industrial and political struggles and always maintaining the most forceful line. The survival of the Communist Party as a major force in German politics will depend heavily on its success at the polls in 1914.

Foreign Policy:

Germany must show solidarity with all people’s struggling for democracy and socialism. An immediate alliance with Scandinavia, Belgium, the Netherlands and our brother in Hungary should be pursued whilst German support for democratic and proletarian elements in all neighbouring states must be guaranteed. The successful election of a revolutionary working class alliance in Hungary has proven the vitality of the Communist movement, as a new era of revolution dawns let Germany stand up and play its role in the forging of a new world.

The International is based only provisionally in Copenhagen – it is destined for Berlin! Let our Republic become the incubator for the international struggle of working people against their masters.

Down with capitalism, imperialism and war! Long live the worldwide proletarian revolution!

Internal Policy:

It is time to begin the construction of socialism at home!

All means of production in Germany are to be placed under collective ownership through their nationalisation with immediate effect and without compensation. All industries are then to be placed under joint worker-state management and the entire nation geared towards economic expansion and progress so that the lives of our people might be endlessly improved.

We must build a vast network of social security to ensure the highest standards of living achievable are met all social reforms shall be gradually introduced.

It is clear to all the bourgeois democracy is irrevocably corrupt, serving the interests of only a tiny elite and not the working masses of Germany. Let us construct a proletarian democracy that shall stand for the working classes and not their exploiters!

The KPD calls for the reintroduction of the Räte. These organs of people’s democracy shall become a permanent facet of the German state acting as organs of local governance – likewise these organs of worker, peasant, soldier and sailor democracy shall be required to send delegates to a Grand House of People’s Councils which shall act as the Upper House of the Reichstag – providing the labouring classes with a permanent veto in government.

Let us build a new world.

FVP The right policies and the right principles for the times. I'm incredibly disappointed by the extent of the DNVP's "liberalisation:" still authoritarian, still protectionist, still the same old DNVP. I can only hope for a sensible monarchist party to appear sometime in the near future.
