Are you sure he doesn't have a hook on you?
Also if he has a vassal contract, check to see if he has the council right on it.

Took me a sec to figure it out cause when my heir took over he was pretty weak & I had absolute crown authority, so a Liberty faction DoWed me pretty quickly with like 10 members. They ALL got weak hooks on me & like half of them used theirs to install themselves on my council. I had a shitty council FOREVER. Sucked lolAh so that's why there isn't a hook.. anymore. This is a separate issue - the position of bishop can't be vacant (makes sense for spiritual clergy, not for lay clergy as your income and levies aren't affected by the opinion of your bishop), and for some reason, newly appointed bishops can't be fired for 10 years - so, if the current bishop dies, another one is appointed automatically, and the 10-year period kicks in.I found this happened with my bishops in my own faith, too, despite being the temporal head and having Lay Clergy. As soon as my 75-year old 50-learning bishop dies, suddenly a 16-year old Unlanded person with like 8 Learning takes the seat and can't be fired.
Assassinating the crap bishop replaces them with another unfireable bishop. They tend to be unlanded lowborn randoms without any family or relationships, so I don't think them having hooks on me is very likely.

The game currently doesn't have notifications (or if it does, its done very poorly) when a vassal used a hook to demand council positions. Its pretty frustrating. Also, when I give a vassal a hook i don't mind if they become counselor, but can i please goddamit let me choose which role they take and whom they fire?
On another note, as the temporal head of faith with lay clergy I have never been able to replace a court chaplain who was replaced due to death of his/her predecessor until i wait 20 years. I don't think that's normal.
I've used the hook to force a council member on my liege before, it gives you a list of positions so you can shove yourself into whatever one you please. You can easily rehire the guy that gets fired by moving the forced councilor to a different spot
