Something I'd really like to see in this game is blockading straits and ocean tiles during peace. If I own provinces on either side of a narrow strait, and I station a fleet in between them, I should be able to prevent other nations from moving their fleets through at the cost of AE and giving them a CB.

I interpret diplomatic embargoes as refusing to do trade with that country, for example the Spanish refuse to buy or sell anything from their rival Great Britain. This is well and good, but all it is is clicking a button, and the only effects are your rival makes slightly less money.

If Spain could station a fleet in the straight of Gibraltar and restrict GB's ships from entering that area, then GB shouldn't be able to send ships into that sea tile without being at war with or against Spain.

This would have much more interesting effects; GB would have a difficult time intervening in wars in the Mediterranean, and wouldn't be able to protect trade in that region.

The blockade could be lifted as a cheap condition of a truce, perhaps 10 warscore.

To discourage nations from blockading all over the place, doing so should give a special CB to the blockadee. The blockadee should be able to declare a defensive war, their allies and the blockaders allies should decide to go to war as if the blockader is the aggressor. It should also have a hefty relations penalty with the blockadee, and perhaps a small penalty with every one in that region.

The strait of Gibraltar would be the most powerful blockade, but their would be all sorts of interesting ones. between Calais and England would add months to travel time, Denmark could block off Russia from the Atlantic, ottomans could restrict Commonwealth to the Black Sea.

Once the canals are built whoever controls them could restrict who enters them using this system.

One possible UI could be left clicking on any ocean tile which borders your land and / or has your ships in it. Something similar to a province popup would come up, and you could scroll through a sortable list of all known nations restricting access as you wish. The popup would also list if any other nation had embargoed anyone else from that tile.

A related idea I've had would make it even more interesting, if more complicated.

You should be able to send your armies (and navies) anywhere you'd like, even without asking permission. If Spain is at war with burgundy they can send an army through French land, but if they meet a French army in a French province the armies fight, without being at war (same thing could happen with blockades). France also will get decaying lowered relations with Spain, and a CB (maybe diplomatic insult, maybe "violated our borders" which goes away after year or five and gives bonus prestige to land combat or something). If you ask for military access this wouldn't happen.

A final tweak which would improve this system, and which I'd like in the game even independently of blockades: Buying ships. At the moment you can only sell them.

If GB really want to fight some naval battles in the Mediterranean, but Spain has blockaded the straight of Gibraltar, GB can purchase a navy at high cost from a few Italian states. This could also be useful in a war if you need more ships but don't have time, or unseiged coastal provinces, to build any.
