Alternatively if it's your own province you are defending, the enemy must be blocking it to get greater supply limit.
Or you as the defender get to lower the supply limit by putting a fleet outside your besieged province.
I got this idea playing as England in the hundred years war, where it would be quite useful.
Another idea: Having an armed fort on both sides of a sea-crossing should make enemy navies unable to go through.
This mechanic could be expanded to peace-time possibly.
