So, I'm trying for the Dithmarschen achievement, and decided I'd try a more naval oriented game than usual after seeing that blockading a coastal OPM from day 1 might put off their allies from joining the war. I was succesfull with Oldenburg and then East Frisia, as shown previously, but then, when I tried it against Bremen, it failed miserably. So, my questions are:
Is there any way to know when one could pull this off before declaring the war or am I always in for a gamble?
Is 25% or 26% the WS percentage I gotta have for the AI not to join the war?

My understanding of that trick is that it is supposed to prevent the CTAs from actually being sent rather than result in them being sent and declined. The last time I tried it, I had 25 WS as soon as I declared but the target still got to call its allies in.

It's probably a bit of an exploit so it wouldn't surprise me if they tweaked the rules to try to stop it.

A country can't send out call to arms if it has -25% warscore or worse. Fully blockading 100% of a country gives you 25% warscore.

Sounds easy to do to an OPM, but if the ships you are using to blockade end up in a battle, the blockade ends and you lose that warscore contribution. Then if only for a day the computer can send out call to arms.

This is how I've understood it to work as well. But the last time I tried it my target's entire navy was in port (it consisted of a single transport) and that ship never left port. Their allies still joined the day after I DoWed.

In my case it didn't matter that much, just made a trivial war into a mostly trivial war, but I made the mental note that it didn't work the way I've seen it work in previous patches.

Look at this link. I did 100% blockade an OPM, got 25.77% war score and the CTA was sent anyways, as you can see on the third picture. The third picture is from the day after declaring war and there were no battles on the sea. Apparently it takes more than 25% war score to avoid CTA's.

Also, by looking at this you can see I had 26.05% war score from blockading in the second picture.

In my experience, whenever I got 26% or more war score, the CTA's were avoided. Just wanted to know if anyone had any idea how to figure out when you could have those.
