The 'Block Export' tick boxes do not seem to work properly- as the USSR I had the 'do not export money' box ticked, but the AI still had me buying metal from Sweden.

if sweden doesnt want any resources you have - but you need its metal, then the trade AI chooses to pay for it instead of giving resources away for 30% value.
(this is to prevent situations where the AI is forced to make bad deals - AI will always make as good a deal as possible)
There is more to trade than meets the eye, and this is to prevent users compaining abour AI making a deal like 2 metal for 20 energy (because the other party doesnt want any resources and AI cannot use money).
This doesnt mean that the AI will not do all it can to respect your wishes - it will even go as far as accept 50% of the payment as a bad deal in resources to limit money usage.
But it would be more resource / money effient to not limit the trade AI in that way.
