I believe it takes Mega-Engineering tech, same as building one from scratch. IIRC, repairing one doesn't require having the obligatory megastructure Ascension Perk, though I might be wrong about that.
Ah well, I'll be on the lookout.
Perhaps I missed a tech last time I got the chance for an AP.

When discovering the Cybrex homeworld, we also stumbled upon an Otharian shipwreck with valuable resources still on board. It is my recommendation we return these resources to their rightful owners, so that we can keep good relations with these neighbours that already like us so well.

I can report that the Alliance of Dethlar is as progressive as a good democracy should be. Just as us, they have integrated in their leadership other races, not only in the upper echelon, but at the very top! May the gods smile to them!

The Otheri Confederated Suns and the Alliance of Dethlar have joined and formed the Righteous Axis, the first federation in the galaxy! We have asked for association status with the federation, as while they both are quite weak, they are our friends and friends stand together. It is the will of the gods; the strong protect the weak.

Not as of now. If an opportunity rises to join fully, we will be the strongest power by far, but as of now the malus for both federation members to let us join fully is.....huge.Ooh the arrival of federation politics!
One change I desperately hope @Wiz et al get to soon, perhaps the DLC after the Le Guin update, is the re-work of federations and diplomacy in general, as the interactions feel so limiting sometimes.
Totally agree. As for association status, it acts as a non aggression treaty with all members of the federation, and helps relations, making it easier to become full member. At this point, only one empire is equal to me in power, or close to. The federation is between us and them.
I'm going to third @stnylan's sentiment. Not just for federations, either -- internal politics is a bit bland, too, and I'm hoping that factions get a bit more love somewhere down the road. (The Dynamic Political Events mod helps to scratch the itch a little, but still...)
