black stripes everywhere

I've got black stripes all over the map,as if every province was sieged by rebels.

In addition the game crashes because of runtime error 2 of 3 times while loading and every time when i want to start a SP game it instant crashes.

I already did the suggested routine of emptying the the documents,reinstalling,verifying.

I realy don't mind the crashes,its release day,it was to be expected and i'm not worried about them,everyone seems to have them,what worries me are those black stripes,since noone else seems to have that problem.

Runtime error? Mine just seems to ctd without any explanation when I run it on steam.

I have the zebra-feature too, even if it isn't happening every time. I haven't been able to reproduce the crashes or the zebra-stripes if I run the game outside of steam, so if you can tolerate some time without being able to get achievement and other gratification features, I would suggest using a path not dissimilar to:

C:\Program Files\Steam\SteamApps\common\Europa Universalis IV

And run EU4 from there. It seems like the safe bet.

Had the same problem, run the game with steam app off and the map looks good BUT I still can't save ;-(

I believe this is tied to using 32-bit Windows and EU4 needing more than 2GB of memory address space. I've seen a couple reports of this with 1.7 (including the fact that not running Steam seems to help) but it seems to be worse in 1.8.

Copying from a post of mine in the mod forum:
" the game is a 32-bit "large address aware" application. That means while it will run on a 32-bit OS with all its limitations, if you run on 64-bit hardware some of those limits are slightly higher. A 32-bit OS on 64-bit hardware can be booted with a parameter that allows user programs to address more than the usual 2GB memory (Microsoft calls this "4-Gigabyte Tuning") and a 64-bit OS allows a 32-bit applications to address up to 4GB. True 64-bit applications can potentially address 8TB or more.

If you have at least 4GB of RAM you can use this to increase the user address space: bcdedit /set increaseuserva 2304 (you can use up to 3072 but 2304 seems to be enough right now and it's best to keep it as low as possible)
This requires a reboot to take effect.
If you want to reset to the default you can use BCDEdit /deletevalue increaseuserva
(Windows XP can do something similar using its boot.ini file.)

Also note that if you're willing to reinstall Windows your Windows Vista/7/8 key works for both 32- and 64-bit versions. You can download ISO images for the install media for free so no need to spend extra money.

Depends what you mean by "simple" - walking into a PC shop and saying ""please update my 32bit Windows to 64bit, and make sure I have at least 4gb of memory" is simple, but possibly pricy!

Otherwise jdrou's solution will work, and should only take a couple of minutes - if you have 3gb or more of memory to play with.

Presumably because the game needs to use a certain amount of memory to perform the operation and that memory isn't available.

I have followed jdrous advice and it works well for me so far. It seems like a maneuver that can cause several annoyances down the line or - if you are unlucky - instantaneous problems, particularly if you crank it up too high. But if you want a 32-bit system to keep handling modern games, it seems like a necessity to expand the program accessible virtual memory. It seems MS has another more basic article on what is happening too:

There seem to be several symptoms of this memory limit issue. The black stripes are one, failing to load saves is another; possibly inability to save may be another. Critical point is that if you have a 64-bit Windows this is definitely not your problem. I would be interested to know if anyone with 32-bit Windows is NOT seeing any of these issues. If it's universal we should probably have some warning posted including the workaround and actual solution.

Do you have at least 4GB of physical memory? Have you tried the workaround I posted on Win 7?
On XP it's done by editing the boot.ini file (normally set to read-only so you'd need to change that first).
Should see a line like this:
