The big outbreaks are set to skip certain regions (and sometimes specific counties), so that is likely what is going on here unless the border counties have extremely advanced hospitals.

Funny...Very Funny...The Black Death has naan business in India or Tibet.
If it's the first one, you may have just not noticed it and by the time it hit you it's already begun receding where it started (India.)
Also Tibet sometimes does not get the black death, usually because it has a low level of development. The Steppes and Perm/Russia also occassionally share this problem.

No, the plague started in jiquan.
In the other campains i have done the black death spread everywhere, this is the first time i see this happening.
Another thing weird about this plague is that it spread to the historical plague exclusion zones in the Alps and the Pyrenees.
There are several patterns that are explicitly "[Other pattern], but doesn't skip the HPFZ", so that's not really weird.
In one of my 2.8 game, black death didn't spread elsewhere (just stayed in the county where it started).
In my current game, the plague spread to the whole world except Africa Continent (stopped at Sinai, Yemen & Andalusia).
